Talk me off the ledge!

Two weeks ago, I had the blue screen of death...did a hard boot, vista ended up doing a system restore, and then my McAffee was disabled and had to re-install. Spybot has only identified 'Right Media', which is a cookie that I fixed.
Now, my stmp in outlook will not let me send outgoing emails. Also, it seems to have changed my password for my hotmail account in outlook.
My internet and wireless config was removed.
Please help. My web developer took a look remotely and said I must have a virus. He wants the machine for a week and said it may cost $300 to clean. I'd scrap this bad boy and buy another for that. Help.
