help and suport service

I'm not sure how or why, but my Help and Support System Service is
missing. I am unable to start this service as it is not offered in the
msconfig.exe. anyone have a good services guide, link or address, a pointer in the right direction? my computer is running good otherwise. xp pro service pack 3 all updated.
