Spybot finds it (McAfee and dell and Windows do not find it) and allegedly gets rid of it but it returns. IE goes to a window that claims I have a Trojan and immediately starts scanning and only allows "OK". I clicked "X" several times and got out but suspect it's affecting my computer. Barely runs, programs freeze constantly, and it flips between applications frequently. Per Spybot this is in the registry.

How do I get rid of it?

Spybot should show this description,if you click on the Microsoft.Windows.Security.Internet explorer detection after a scan, then click the bar to the right.

Security settings for the Internet Explorer can be changed by malware. Some of the settings can also be changed by security software. In case you have additional security softwre installed, make sure that it is working properly.

For these problems:

IE goes to a window that claims I have a Trojan and immediately starts scanning and only allows "OK". I clicked "X" several times and got out but suspect it's affecting my computer. Barely runs, programs freeze constantly, and it flips between applications frequently.
I suggest asking for help in malware removal.
