Unable to remove Command Service

I have searched through the SpybotS&D forums for a while and couldn't find the help I was looking for because most threads were eventually closed due to the lack of reply. I've had Command Service on my comp for a while and the only thing that's keeping the popups from coming up is my Internet Security(Kaspersky), but it eventually gets really annoying.
Anyways thanks to whoever will help me get rid of it.
