something will not let me access spybot

A program saying my computer is at risk has gotten onto my Dell laptop running windows vista. I have spybot loaded but when I try to access it by clicking on the spy bot icon on my desk top a window comes up saying sptbot cannot start because it may be infected.

When I try get to the task manager to disable this process it opens for a microsecond and shuts down.

Any advise ?
