Help! "unexpected error; cannot create file

Spybot won't remove the following:

Fraud.WindowsProtectionSuite

and

Microsoft.Windows.Redirected Hosts

Says, "unexpected error; cannot create file
C:\windows\system32\drivers\etc\hosts
Access is denied

I do not know how to fix this. Can you please walk me thru how to get my PC back?
