Tea Timer down not protect Firewall settings

just noticed, that Tea Timer does not protect firewall settings of winXP firewall:

have intalled USB Stick Terra Tec TV, and with any load it creates an exception in firewall setings for Terra Tec Home Video Internet connection, even if it is is set to not use in Terratec.

As I understand, like Terratec also other programs can create an exception in firewall and so made the firewall obsolete.

The Windows XP firewall has no outbound protection at all. That means it will block nothing from connecting out. It only offers inbound protection, and not much of that.
