Sorry for replying late.
The popups are coming from both my IE and Firefox browsers. I thought at first it was IE, so I switched but that did not work.
The popups show up pretty much anytime the computer is on. I might or might not be surfing the internet, yet they show up anyways. The only time they do not show up, is when I am not connected to the internet. But otherwise they come in groups of 4-6 at a time (All at once, not closing starts another one types).
I tried opting out of the cookies that I could via the links provided by SpyBot, but it did not really completely remove the popups. Also, as of late, the popups have not been coming up as frequently as a week before, not sure why.

Those are all cookies
You do understand a certain amount of pop-ups are normal especially if you visit unsavory websites ?
What file sharring programs do you use ?
Install a hosts file
http://www.mvps.org/winhelp2002/hosts2.htm
Repeat that proccess about once or twice a month
Install SpywareBlaster (By JavaCool): http://www.javacoolsoftware.com/spywareblaster.html

Ya I figured some of the popups would be due to websites, but the type that I am encountering literally just popup whether a browser, or any other program, is or is not running. Sometimes I will be playing a game, and they pop up.
I dont use any p2p programs anymore, I de-installed limewire a while ago.
I'll go ahead and try spyblaster and see what comes of it.
Thanks for the help thus far, I'll let you know how the blaster/ hosts go.

Im Glad we could help
Since the problems are solved Im going to close the topic now, this keeps others with similar problems from posting there logs/question here, they should start a new topic.
If you should need to post another log for the same PC let one of us know via a PM (personal message).
