Unable to download Spybot

I have a Dell Inspiron Model N5110 with Windows 7.

I am having trouble downloading Spybot and other downloads as well.

When I try to download Spybot I get this message: spybotd162.exe couldn't be downloaded.

Also when I try to download Chrome Browser I get this message:

I am also unable to download any .pdf documents.

I am afraid I might be infected.

What can be done to resolve this?

Hello,

Please download the installation and the update file on another computer,
copy these to a CD or USB stick and then install and run it on the infected computer:
Installation file (http://www.spybotupdates.com/files/spybotsd162.exe) and Update file (http://www.spybotupdates.com/updates/files/spybotsd_includes.exe) (run it after the installation).

I appreciate your response. I will need to search for another computer to use. As work they will not allow us to download any programs. I am not sure I can find a another computer to download the program but I will try.
