How to disable SDWINsec.exe permanently?

I want to disable SDWINsec.exe permanently.

From googling the name of the process I undestand that is something related to the Spybot Windows Security Center entry.

I followed the instructions at

However, the solutions does not work. The next time I start my PC, the process is there again.

How can I disable this process permanantly?
