I eventually found what the problem was. Could not get back to the computer right away, so I apologize for not getting back sooner.
My friend's PC had a blank command prompt window popping up frequently with svchost.exe on the title bar.
In the upper left corner of the command prompt window was a green capital G icon, which I found was NGINX or Engine-X. There was a NGINX folder in App Data on my friends PC, not sure why. I first deleted any entries in the Registry that had NGINX in it, then deleted the NGINX folder. So far no recurrence of the window popping up.
