spybot allow or deny

I think this is the right place but if not sorry in advance.
I keep getting the allow or deny from spybot for something called PromoteInstaller i found the file and I have no idea what it is so i have denied it so far I'm not sure if spybot is trying to delete it or if its going to let it make a change here is a small portion of the log it asks every second.

I sometimes use bing bar not very often
I have 1.6.2 and the first couple times it didn't but it hasn't asked me this most recent time but if I can delete it I want to I just don't like something I don't know sitting on my computer.

If you don't use Bing Bar often you could uninstall it and see if doing so removes PromoteInstaller. :)

Okay I got the new version will it still block things that try to make changes and let me choose to allow or deny?
I might try to get rid of bing if it comes back but I think it stopped so thank you so much for your help.
