Welcome to the forum, if you still need help please follow these instructions in the posted order.
1) C:\Program Files\InterAct\Gaming Devices\JoyAct.exe <<< please assure me you know this program and that it is safe.
2) Your Java program is out of date and can get you infected quick, see this:

3) TeaTimer will block changes we must make, turn it off until you are done:

4) How to make files and folders visible:
Click Start > Open My Computer.
Select the Tools menu and click Folder Options.
Select the View Tab. Under the Hidden files and folders heading, select Show hidden files and folders.
Uncheck: Hide file extensions for known file types
Uncheck the Hide protected operating system files (recommended) option.
Click Yes to confirm.
Click OK.
5) Please download ATF Cleaner by Atribune
http://www.atribune.org/content/view/25/2/
Save it to your Desktop. We will use this later.
6) Open HijackThis and choose "Do a system scan only" then check the box in front of these line items:

Close all programs but HJT and all browser windows, then click on "Fix Checked"
RIGHT Click on Start then click on Explore. Locate and delete these items:
C:\WINDOWS\thiselt.exe <<< delete this file
Run ATF Cleaner
Double-click ATF-Cleaner.exe to run the program.
Click Select All found at the bottom of the list.
Click the Empty Selected button.
Click Exit on the Main menu to close the program.
Restart the computer and post a new HJT log along with any comments you think will help. How is the computer running now?

***elitemedia junk can be hard to remove, when you restart if the 015 lines are still there, then follow these instructions:
Download DelDomains: Right click
http://mvps.org/winhelp2002/DelDomains.inf
and select Save As to download WinHelp2002's DelDomains.inf.
Please save the file somewhere you can find it like on the desktop.
To run the inf file, right click on it and select Install.
Then restart and they should be gone. DO NOT use the tool unless you have to.

Let me first apologize, a family emergency took me away until this morning. Looking at your questions before reviewing the log.
The restrictions are something you or someone else on the computer had to set, and often users are not aware they set them, that is why I offer the option to remove them when I see them. You may do as you wish.
This one is still there, make sure you turn TeaTimer off. We may even have to uninstall Spybot to remove it:

If not, look here: Internet Explorer > Tools > Internet Options > Settings > View Objects. It should be one one those C:\WINDOWS\Downloaded Program Files and it is probably called MediaMotor or something similiar. Highlite and delete the item.
1) Turn off TeaTimer
2) Open HijackThis and choose "Do a system scan only" then check the box in front of these line items:

Some new junk since the last log, this may be caused by > Internet Explorer > Tools > Internet Options > General Tab > Make sure there is an address in HomePage and "Use Blank" is not chosen.
Open HijackThis and choose "Do a system scan only" then check the box in front of these line items:
R1 - HKCU\Software\Microsoft\Internet Explorer\Main,Search Page = about:blank
R1 - HKLM\Software\Microsoft\Internet Explorer\Main,Search Bar = about:blank
R1 - HKLM\Software\Microsoft\Internet Explorer\Main,Search Page = about:blank
R0 - HKLM\Software\Microsoft\Internet Explorer\Search,SearchAssistant = about:blank
Close all programs but HJT and all browser windows, then click on "Fix Checked"

System Restore does not know the good files from the bad. In case bad stuff has gotten into your System Restore files, follow the instructions in this link to get clean System Restore files. Turn it off, reboot then turn it back on:
