Spybot was blocking popup window in IE 8

I needed to apply for a government job that required Internet explorer only with allow popup, IE 8 setting was allowing popup but I was not able to get popup window. I uninstalled spybot and now I am able to get popup window

Which version of Spybot were you using before you uninstalled? :)
