I have tried to removed this with windows defender, which notifies
me that this is a threat, but cannot removed it.
I have used Spybot and it does not find this on updated rules.
I cannot find anything about this searching this forum.
Suggestions?

Windows defender states that it is a browser modifier but gives no other information.

To request assistance in the malware removal forum please see the FAQ which includes guidelines in post #1 and instructions in post #2 on how to provide the logs from Farbar Recovery Scan Tool and aswMBR, which are the logs used in the preliminary analysis.
