New laptop W10 error msg : This app won't run"...tried everything

Trying to run Antibeacon. I just unboxed my new PC and transferred using a USB stick. This is insane. Even trying to look up that error in google gave me a capcha verification screen by google. WTH?
I tried compatibility, screen, developer mode, run as admin..can't put my finger on it.

OK so got it working...it's the standalone only that works for some reason.
