Why can't Spybot get updates in 1 go?

When doing a fresh instalation of Spybot, it can't get all the updates required.

The 1st run, it gets some error that it failed some downloads, while getting most (last time was 125).
Then I update it again, it gets another 15.
Then I update it again, says everything is up do date.

I exit the update screen, go to Start Center, it says "New updates available". I click that.
In the update screen, I press update, and it downloads another 7 updates.

I do this all over again (click Start Center "New updates available", etc), it gets another 2 updates.

What is the reason behind this?

I had to uninstall Spybot and re-install it, because before the start center kept saying "no updates found this is wrong"

Windows 7 SP1 with the latest updates installed
Spybot 2.4 free edition.
