The first link on the page you posted, re-links to several applications that are not recommended or are Rogue Programs, please do not post such.

thanks that linked helped but im still looking for program not sure of the name ive seen it in one of the forums before. It stops and notifies you any time your home page is tampered with

It wouldn't be startpage guard,would it?
