Does anyone know how to get rid of this?

I have a brand new, out of the box Dell desktop with XP Media.

After connecting to the internet via my local ISP, I connect via dial up and do not need a CD, only establish my phone connection, no ISP home page, etc, I get this error everytime I visit Hotmail or many other sites on the web. I get kicked to the Dell/Google home page which is the default setting and the search field address bar shows:

http://view.atdmt.com...with the remainder of the URL after this.

I have run spybot, ad-aware, mcafee with no luck.

I have set up restricted sites and re-imaged the system to the way it was out of the box, three times, using the Dell restore feature which comes with the system.

Can anyone help?
