New Bug SDSettings.exe - massive delayed on executing

Good afternoon,

I am experiencing significant delays with SDSettings.exe before the program window (settings) appears. The program with PID starts promptly, but the GUI does not appear. The GUI itself appears after 15-30 minutes or even longer. I believe this was not the case at the very beginning (the first few times I opened it).

I have the following system specifications:
Windows 11 Pro 64-bit ,
NET Frameworks installed;
v4.8 Full
v4.8 Client
v3.5 SP1
v3.0 SP2
v2.0 SP2
Intel Core i7-10510U CPU @ 1.80GHz,
RAM 16 GB
on a Lenovo ThinkPad E15.
