Socket Error # 10061 Connection Refused

I just downloaded spybot and everytime I try to check for updates it gives me the message:

Error retrieving update info file!
Socket Error # 10061
Connection refused.

I fixed the port number, but I don't know if it has something to do with the host or my firewall. I basically don't have any idea what is going on and I am getting really frustraited. Please help.
