I hope that I am not crossing any political boundaries.
"Civil rights" are the protections and privileges given to citizens by law within a nations territorial boundaries.
"Human rights" on the other hand are protections and privileges that should belong to all people regardless of national boundaries.
This brings to mind the John Lennon's song, "Imagine" (... and the world will live as one).
