Smitfraud-C HELP!!!

Hi! I am home for the holidays and I found that my parents have "Smitfraud.c" infected on their computer. I have read through many of the previous posts to attempt to remove this virus from thier system, but it appears that it is acting differently on their system than the rest.

On their system, they are unable to access the internet, and therefore unable to download any of the fixes that have been mentioned. Spybot software has suggested restarting the computer to be able to fix the problem, but it still will not clear when the computer is restarted. Any suggestions would be helpful. THANKS!
