HELP! Computer won't startup at all now

My friend has lost control of his control panel and properties. So I had read how you can get it back using spybot by going into advanced mode and selecting IE Tweaks. He selected advanced mode. His Actions and Navigation menus would not show up. Then his computer froze. He got a blue screen, so he restarted. Now it restarts to a black screen and won't startup. HELP! He can't get his computer to work. It shows the Dell welcome screen and then it's black. He's majorly wigging out and blaming me. What should I do? Is there a fix for this? Should he go in safe mode? And if he does, what should he do? And how do you get out of safe mode after you're done?
