oleacc.dll is a Microsoft module. On my Windows XP Home system it resides in C:\WINDOWS\system32.

Oh, I've thought this file would be standard on Win98, but it's only there on Win 98 SE, not the first edition.
In that case, here is the download for Active Accessibility for Win 98 and later.
