Default Shutdown/log off not working, Crtl-Alt-del as well

Hi. Shutdown and logging off no longer functions from the start menu. It will only shut down in safe mode or via the power button. Task master does not operate through Crtl-Alt-Del but will operate through Run. I have been running virus scans, anti-root kits and spyware programs, all seems fine.
    Please help me fix this?!
    Thanks so much.
Please find pasted below the two reports.

    Hi

Download Deckard's System Scanner (DSS) to your Desktop. Note: You must be logged onto an account with administrator privileges.
    1. Close all applications and windows.
    2. Double-click on dss.exe to run it, and follow the prompts.
    3. When the scan is complete, two text files will open - main.txt <- this one will be maximized and extra.txt<-this one will be minimized
    4. Copy (Ctrl+A then Ctrl+C) and paste (Ctrl+V) the contents of main.txt and the extra.txt to your post. in your reply

Unhappy Application of DSS addressing shutdown, log off and Task Manager errors

    Hello again.
I just tried to run the Deckard's System Scanner (DSS) and it came up with "dss.exe has encountered a problem and needs to close. We are sorry for the inconvenience."

I also have found a new response from my computer. Since your first instruction instead of when at forced shut down making a "tsss" sound, it not shuts down with a normal computer sound. Don't know if that helps you at all.

    Awaiting further help.

    Default clarity for last post

Sorry, meant to say with computer fault was making a bad "tss" sound when forced to shut down. Now no longer makes that sound. Since applied 1st post.

    Hi

    There are two possibilities.

Either windows installation is corrupted or hardware issue.

Have you checked RAM chips, CPU temperature and so on?

    Hi

Great to hear that you are able to narrow down the problem too two.

No, I don't know of how to check the RAM chips, CPU temperature and etc.

Would you please further guide me?
    Thanks again.
