This has been discussed several times in the past, but I'll repeast the core issues.

If you think for a second about what a U3 application does, it's primarily designed to take the configuration and data files of a program with your USB device from PC to PC. In the case of Spybot S&D, this is nearly pointless and in fact potentially dangerous. The reason is that most items of data that Spybot S&D creates relate specifically to the PC they occur on and not the others you might travel to, such as Recovery, Logs, Immunization, Exclusions and possibly others.

In the case of most programs both configuration and personal data are related to the person, not the PC itself, so moving the data makes sense. In the case of Spybot S&D there is so little configuration information that's universal that this would have little value. In fact, since not every PC is the same, it may not even be desireable to move all of this information.

Since Spybot S&D is already designed to be portable, you can simply copy the main program files from an installed copy on any PC to a flash drive or even a CD-R, when it is first run on a new PC it will prompt for configuration on that PC. This design allows moving a read-only copy to an infected PC that won't allow download or even Internet access for that matter. In the case of Spybot S&D used as an emergency repair tool this is actually much more important.
