WebHancer - Can't get rid of it

Why isn't WebHancer detected by Spybot? The I ran Panda Software Online Scan and it detected WebHancer, but I can't detect it with Spybot. What does this mean? Is Spybot not capable of detecting this program? This program has totally messed up my system and changed my McAfee and Windows Security settings? Some one please help me delete this malicious program. Thanks.
