I can usually handle these kinds of things through normal troubleshooting and some help from google, but this one has me stumped. The infected machine is not online so I am copying and posting from another machine.

Symptoms:
-No browsing - although can connect to network (or could at one point). It hangs at 'Connecting...' in the status bar.
-tcp/ip utilities all 'hang' upon execution (tried ping, tracert, etc)
-'netsh' util hangs
- Spybot S&D will not open/run (I had 1.5, it wouldn't work, removed it and installed latest version and it does not open either).

Upon initial symptoms (no browsing, using ie) I ran a complete Avira scan. It found and removed some 'MyWeb' items. I ran AdAware and found some additional registry entries for the 'MyWeb' and removed them. Still no luck. I downloaded and ran 2 CoolWeb removal utilities and both of them came back negative for discovery.

After researching and investigating this problem for several days, I decided to try and reset Winsock. netsh util will not run properly so I manually deleted the Winsock registry entries. Upon reboot I was able to connect to internet and updated Avira defs right away. Tcp/ip utilties were restored. netsh worked again.

I logged off my XP account and logged on to the user account that had discovered the problem (received the initial infection) to see if all was well. Immediately I was unable to browse again, and all symptoms returned.

I tried the above method from resetting winsock again and it had no effect.

Here is the log from the offending machine:
