    Which connection do you use?
For Dial-up, go to Control Panel > Internet Options > Connections tab and select "Dial whenever a network connection is not present" or "Always dial my default connection".
For High-Speed Connection (DSL) select "Never dial a connection".
If you still have the problem, try to run Network Diagnostics (in SP3 only).

Can you update Spybot with no problem? Does this occur on all browsers? Is this Wireless or wired? High speed? Have you checked the modem configurations (make sure everything is active)?
