Welcome to Safer Networking, I wish to be sure you have viewed and understand this information.
"BEFORE you POST" (READ this Procedure before Requesting Assistance) http://forums.spybot.info/showthread.php?t=288
All advice given is taken at your own risk.
Please make sure you have read this information so we are on the same page.

You must have read and followed the "Before you Post" instructions.
Read those directions again, TeaTimer is NOT disabled, so you missed at least those instructions.

I am not sure this is a malware problem, but I will help you take a look, it is possible your MSN sign in credentials for MSN Explorer are corrupted. Contact your ISP, explain the issues you are having and see if they can help.

Let's have a look for possible malware starting like this.

    1) We need first to disable TeaTimer that it doesn't interfere with fixes. You can re-enable it when you're clean again:
    * Run Spybot-S&D in Advanced Mode.
    * If it is not already set to do this Go to the Mode menu select "Advanced Mode"
    * On the left hand side, Click on Tools
    * Then click on the Resident Icon in the List
    * Uncheck "Resident TeaTimer" and OK any prompts.
    * Restart your computer.
(leave TT disabled until we finish)

    2) Disable Ad-Aware Ad-Watch
Right click on the Ad-Watch icon in the system tray.
At the bottom of the screen there will be two checkable items called "Active" and "Automatic".
Active: This will turn Ad-Watch On\Off without closing it
Automatic: Suspicious activity will be blocked automatically
    Uncheck both of those boxes.
    http://www.lavasoftsupport.com/index...howtopic=19804 <<< more information

    3) Please download ATF Cleaner by Atribune
    http://www.atribune.org/public-beta/ATF-Cleaner.exe
Save it to your Desktop. We will use this later.

    4) Open HijackThis and choose "Do a system scan only" then check the box in front of these line items:

    R0 - HKLM\Software\Microsoft\Internet Explorer\Main,Start Page = http://ie.redirect.hp.com/svs/rdr?TY...ion&pf=desktop
    R0 - HKLM\Software\Microsoft\Internet Explorer\Search,SearchAssistant =
    R0 - HKLM\Software\Microsoft\Internet Explorer\Search,CustomizeSearch =
    R0 - HKCU\Software\Microsoft\Internet Explorer\Toolbar,LinksFolderName =
    O2 - BHO: (no name) - {02478D38-C3F9-4efb-9B51-7695ECA05670} - (no file)
    O2 - BHO: (no name) - {5C255C8A-E604-49b4-9D64-90988571CECB} - (no file)
    O2 - BHO: NCO 2.0 IE BHO - {602ADB0E-4AFF-4217-8AA1-95DAC4DFA408} - (no file)
    O3 - Toolbar: (no name) - {7FEBEFE3-6B19-4349-98D2-FFB09D4B49CA} - (no file)

Close all programs but HJT and all browser windows, then click on "Fix Checked"

    5) Run ATF Cleaner
Double-click ATF-Cleaner.exe to run the program.
Click Select All found at the bottom of the list.
    Click the Empty Selected button.
Click Exit on the Main menu to close the program.

    6) Download Malwarebytes' Anti-Malware to your Desktop
    http://www.malwarebytes.org/

    * Double-click mbam-setup.exe and follow the prompts to install the program.
    * Be sure a checkmark is placed next to Update Malwarebytes' Anti-Malware and Launch Malwarebytes' Anti-Malware, then click Finish.
    * If an update is found, it will download and install the latest version.
    * Once the program has loaded, select Perform FULL SCAN, then click Scan.
    * When the scan is complete, click OK, then Show Results to view the results.
    * Be sure that everything is checked, and click Remove Selected.
    * When completed, a log will open in Notepad. Please save it to a convenient location. The log can also be opened by going to Start > All Programs > Malwarebytes' Anti-Malware > Logs > log-date.txt
    * Please post contents of that file & a new HJT log in your next reply.

Note: If MBAM encounters a file that is difficult to remove, you will be presented with 1 of 2 prompts. Click OK to either and let MBAM proceed with the disinfection process. If asked to restart the computer, please do so immediately. Failure to reboot will prevent MBAM from removing all the malware.

    Tutorial if needed:
    http://www.techsupportteam.org/forum...ware-mbam.html

    7) Post also an uninstall list: Open Hijackthis.
Click the "Open the Misc Tools" section Button.
Click the "Open Uninstall Manager" Button.
    Click the "Save list..." Button.
Save it to your desktop. Copy and paste the contents into your reply.

Let's look first at your uninstall list:
Uninstall list: I look for malware and security issues and will not know all of your programs, but you should.
Hackers are using out of date programs to infect folks more and more,
Here is a small free tool that lets you know when something needs an update if you are interested:
http://secunia.com/vulnerability_scanning/personal/ While PSI runs in the System Tray for realtime notifications, I personally prefer to turn it off in MSConfig and run it from All Programs when I want to do a check.

Adobe Flash Player 10 ActiveX <<< check this:
Adobe recommends all users of Adobe Flash Player 10.0.12.36 and earlier versions upgrade to the newest version 10.0.22.87
    http://www.adobe.com/support/securit...apsb09-01.html

Could you tell me about any error messages when Windows installer runs, post those word for word. Here is some information I did locate.
    http://www.installsite.org/pages/en/msifaq/a/1037.htm
    http://www.google.com/search?hl=en&q...&aq=f&oq=&aqi=

Your HJT log looks good and I see no reason for the Windows installer to be running? See if you can provide any more information or symptoms before we consider additional scans.

    Thanks

This is a new one on me and I am not entirely sure it could not be malware causing the issue. Did you look at the information in that first link:
Windows Installer launches unexpectedly, for no obvious reason
Windows Installer launches, trying to install your application, or some seemingly unrelated application. Symptoms include a small Windows Installer dialog with progress bar, or a request for the installation CD.
What you see is the auto-repair feature of Windows Installer. When an application is launched, Windows Installer performs a health check in order to restore files or registry entries that may have been deleted. Such a health check is not only triggered by clicking a shortcut but also by other events, such as activation of a COM server. The events triggering a health check depend on the operating system.
Read all of that information to see if it helps, here is more at Google:

    http://www.google.com/search?hl=en&q...&aq=f&oq=&aqi=

An option would be to uninstall the two programs and reinstall to see if the issue stops. I can also post links to good free Vista forums to help with Operating System issues.

If you wish to run a good scan to look for malware your antivirus program may be missing, let's try this one.

Do an online scan with Kaspersky Online Scanner

    http://www.kaspersky.com/virusscanner

    1. Note: If you are using Windows Vista, open your browser by right-clicking on its icon and select 'Run as administrator' to perform this scan.
    2. Click on the Accept button and install any components it needs.
    3. The program will install and then begin downloading the latest definition files.
    4. After the files have been downloaded on the left side of the page in the Scan section select My Computer
    5. This will start the program and scan your system.
    6. The scan will take a while, so be patient and let it run.
    7. Once the scan is complete, click on View scan report
    8. Now, click on the Save Report as button.
    9. Save the file to your desktop.
    10. Copy and paste that information in your next post

    Thanks

i'm foolish, i just remebered that i foolishly formatted the backup partition that came on my pc i think that probably is the cause i will just reinstall see if that fixes it

the adobe still dont install i click the install it goes to the next page then nothing starts up
when i right click the intall tab then open in new window it says newest version is already installed and the complete movie plays ideas on why it does that?

my browser seems to be working correctly now

    HKEY_CURRENT_USER\SOFTWARE\Policies\Microsoft\Internet Explorer\Control Panel\Homepage (Hijack.Homepage)

could this have been the problem?

    malwarebyte

    ad aware
    spyware blaster
    and windows live onecare
should i keep all or wich should i keep and wich should i delete

http://www.adobe.com/support/ <<< free technical support is avail there.
could this have been the problem?
    Yes

It still could be a corruption of your sign in creditials at MSN Explorer which is why I suggest talking to your Internet Service Provider. I use MSN Explorer myself and it happens. (if you have any more issues with MSN Explorer)
should i keep all or wich should i keep and wich should i delete
is there any other program i should get to be safe
    http://onecare.live.com/standard/en-us/3/default.htm
This program is supposed to supply:
    Antivirus, antispyware, and firewall
    Wireless networking security
    Online identity theft protection

Please read the information from experts to help you with your decisions. I personally run all of those but Ad-Adware (I used to run it)
I would use MBAM and Spybot S&D as backup scanners once a month or when needed. Here is some good information:

    http://www.netsquirrel.com/msconfig/msconfig_vista.html
Get maximum performance from Windows Vista
    http://windowshelp.microsoft.com/win...9156A1033.mspx

I still believe it would be to your advantage to run Kaspersky Online Scanner just to be sure.

All information may no apply to Windows Vista:
