Have you tried rebooting into Safe mode and trying the Hosts file edit from there - the Cisco software should not be installed in Safe mode. The only problem may be that the Cisco software has changed the ownership of the file or folder and this may still be active as it is part of the file system.
SAFE MODE WORKED!

I can now edit my host files (at least in safe mode). However, I can no get onto the websites I need to get on. I won't need to change them for a while. What I did was...

-Turn off computer, and turn it on in safe mode
-Log in as the administator
-Uncheck "Lock Hosts as Read Only" in the tweaks tab in Spybot
-Typed in Notepad C:\windows\system32\drivers\etc\hosts in the command prompt
-edit my host files and save (yay!)
-close the notepad, and open up spybot again
-Check "Lock Hosts as Read Only" in the tweaks tab
-Exit Spybot and restart the computer normally
