rogue Windows Security Center program

I have a rogue security program that has popped up for the second time...
I have gotten it off before but forgot the programs I used.
I really want to the this comp back up to par and run great and get rid of all this stuff.
It does not appear in my program list and when you try to figure out how to uninstall it take you to a dead end.
here is a screen shot of said program....that "Turn on now" button never works.

In order for someone to advise please see the forum sticky which includes guidelines and instructions in post #2 on how to provide preliminary "DDS" logs used for analysis.

"BEFORE You POST"(Please read this Procedure Before Requesting Assistance)

Then start a new topic providing the DDS logs as shown in that FAQ, and a volunteer analyst will assist you when available.
