Spybot 2 Incomplete Immunization in Internet Explorer (32/64 bit)

I am having problems with SpyBot 2 with Incomplete Immunizations in Internet Explorer (32/64 bit) in profiles other than the one I am logged into. This is from an adminstrative profile. I have never had Imcomplete Immunization problems with SpyBot 1.62 on this PC.
The sections that are incomplete are Cookies and Domains and IPs.

OS: Windows XP Sp3
Spybot: Version 2.012.0
IE: 8
Firefox: 17.0.1

Further to this, I in fact found that it may not have been true incomplete immunization even though that is what I was seeing but logging into different profiles produced different snapshots of the level of immunization in other profiles even though all profiles have full administrator privileges. I then used the suggestion made for SpyBot 1.62 and went into safe mode, undid all immunizations and then while still in safe mode re-applied all immunizations and now it seems that all profiles see the full immunization in normal mode. I will report after a new update what occurs.
