Aha!I did find the Spybot 2.1.18.0 older version.Apparently,I forgot about it.

No,there isn't any setting to disable the "internet protection:basic."
    Please see here:
    http://www.safer-networking.org/faq/...-start-center/
So,basically, you ought to disable the Spybot proxy, where you are having troubles, and just ignore the "basic",as that is only showing because the proxy is off,so it's of no harm.

No,Spybot 1.6 wouldn't show the "basic",as far as I'm aware. But,in your case, the "basic" is of no harm,so in my opinion,no need to downgrade to 1.6.

Question Similar or Different Problem with Internet Protection

Not sure if I have a similar or different problem with Internet protection. Here's my situation:

Internet activity on Win7 Ultimate system with Spybot installed is much slower than Win8.1 system that doesn't have Spybot installed. Some (hopefully) relevant facts:
    - Start Center indicates Internet Protection is Full
    - Start Center indicates software is up-to-date
    - Spybot Version is 2.1.18.0 with Update 2.1.18.91
    - Internet Explorer connections/Lan settings with no proxy
    - Spybot proxy settings not selected under Internet Protection tab
    - System services are all set to active
    - Spybot correctly identifies active IE version

As I said, web page loading is extremely slow on this system. Note that Avira Internet Security 2013 is also active (if this is pertinent).

Any comments/suggestions/opinions on whether Spybot is the cause?

    TIA,
    cps

I mainly use Firefox,so if Internet Explorer was slow I'd be unlikely to notice. But I did use it some throughout the day just to see.Internet Explorer seems to be at normal speed for me,so far.

There was a 2.1.21.0 service release quite a few months back.

I'm not sure that the 2.1.18.0 version would affect your internet speed,if you aren't using the Spybot proxy, though.
But,if you're open to trying it,you could uninstall the version you have and go with the Spybot 2.2 version out now,and see if there is any difference. No harm in seeing what happens.
