Default Windows socket error 10013 caused Windows Firewall Notifier

My computer uses Windows Firewall. I wish to configure the outbound connections. I tried a portable program Windows Firewall Notifier. I found that WFN is not suitable for me. I uninstalled the program, WFN.

Details of program - === Windows Firewall Notifier ===
    Author: Khan
    Website: http://wokhan.online.fr
    Current version: 1.8.0 (released 2013.05.05)

I used the uninstaller that was downloaded with the program - DisableWFN.cmd
After uninstalling the program my portable Pidgin does not work. Reinstalling Pidgin also does not make it work.

Pidgin version is PidginPortable_2.10.7.paf from http://portableapps.com
The error message is Connection error from Notification server:
    Windows socket error #10013

How can I make Pidgin work?
    Please help.
    Thanking you in advance.
