White Screen, PC unusable

My PC has become unusable. When I boot it up the loading screens appear as expected, but a few seconds later the screen goes white and nothing responds. I have tried holding f8 when booting to enter safe mode, this has no effect ; the boot up continues as normal and then transfers to the white screen. I have held the power button in to force a hard boot down and then booted up again expecting the black recovery screen to allow me to go to Safe mode - boot up just follows the normal route and then goes to white screen again. Ctrl-Alt-Del and Windows Key+R similarly have no effect. You have been recommended to me as being enormously helpful and I am hoping you can help me solve this problem. Since I am unable to access my PC in any way I am unable to provide any report logs.
