TinyWaLlet 1.0 seems difficult to remove?

Windows 8.1 on HP Laptop
TinyWaLlet ads are driving me crazy when using Chrome

I did a search and looked around a bit. Everything seems to advise using control panel programs and features to remove TinyWaLet which is not shown.
Have run AVG Internet Security 2014 scan
Have run MalwareBytes free 2.04.1028 scan
Have done Chrome, Tools, Extensions untick TinyWaLlet 1.0, move to bin without much impact
Have done reset Chrome to default settings without much impact

I tried IE and Internet Explorer 11 starts with the following in the search bar
