Settings not working

I have the "Failed to install Spybot 2 antivirus signatures (error -2005)!"
I read the fix but when I go to click on "Settings" nothing happens. The startup tools also has issues, it opens a new window but always crashes.
Everything else works and launches the said service only settings does nothing.
I am Running spybot as an admin and try to open settings as an admin too. I have tried restarting and made sure no other anti-virus or defender is running. Nothing works.

I am running windows 10
Spybot 2.4 home edition
