API_NB_MicrosoftAPP.dll False Positve?

Is this file actually spyware or is it a false positive. API_NB_MicrosoftAPP.dll located in an old version of MSI's Dragon Center installation. The current version of the program uses the Windows Store and attempts to run the old exe doesn't appear to do anything.
