    As far as I know it is part of a joke.

    I have not heard of any malicious payloads there, but it is good practice not to download any software unless from an official site.

    I looked into the site and it really just looks like a joke.
    For instance see the system requirement

    The download I found is the english version of the IE7, it appears to be identical to the version distributed from official Microsoft Websites.

    It also has a Microsoft authenticode.

    But even so I would not recommend downloading anything from that website.
    Since the owners of the domain obviously do not have permission from Microsoft (as if MS would be that humorous ) and appearently hide their names.
