Virus keeping Spybot from running

All of the suddem Spybot won't run on my computer.
In order to fix this, I tried downloading a new version. Whatever is in my computer won't allow the download.
This weekend I have done the following to try and fix this problem.

1. system restore
2. Scan with several different programs
3. Tried to download Adware. Won't download
4. Tried to download Microsoft Windows AntiSpyware (Beta) - Won't
download
5. Deleted files from Temporary Internet Files folder. All were deleted,
except: Stylus_xmas.swf and layout.css
6. Ran another scan using Trend Micro Online Scan - Found SpyW
Looxie.53 on my computer.

I am at a loss as to how to remove Looxee from my computer and I don't know if it is causing my problem with Spybot.

I hope someone out there can help me

Close all browser windows and shut down all other programs that show in the taskbar. (even Folders)
