I checked my machine for windows update mentioned in this article.
KB4556799
Uninstalled it and experienced lag in some of my apps and browser so I manually checked for windows updates and I had two, KB4497165 and KB4556799
I downloaded and installed and now mine is back to normal.
Check for windows updates and see if you have any pending.

Try to run windows System File Checker tool
using a mouse, point to the lower-right corner of the screen, and then click Search. Type Command Prompt in the Search box, right-click Command Prompt, and then click Run as administrator. If you are prompted for an administrator password or for a confirmation, type the password, or click Allow.
In the CMD window which opens, type sfc /scannow and hit ENTER <=theres a space between the sfc and /
If it wont run in normal mode you can attempt safe mode.

Tell me what you've attempted to do but wont run?
