Ads included in HOST file popping up

I've recently been seeing ads on some web pages where they have never been before. The addresses are listed in the HOSTS file, so I'm wondering what has changed / what action should I take? Two that I have checked are "googleads.g.doubleclick dot net, and adclick.g.doubleclick.

I have the October 2018 HOSTS file installed.

If they are in my custom host file, why are they loading?
