Cannot Install Spybot

Spybot cannot get to internet even though IE works. I do have spyware. URLs are being redirected.

How do I stop the redirecting and how can I get spybot installed?

No, I downloaded that install file and ran from my C drive. After I answer the select components screen, I get a message that spybot cannot connect to the proxy server at 127.0.0.1.
