Can't get to safe mode

My kids' game computer caught Spyware Protect 2009, and I did some clean up to get it working again. I couldn't get "System restore" to run after I picked a restore date. During the clean up I had a lot of trouble restarting the computer, but couldn't get the up/down arrows to move off "start normal mode" to "safe mode". I went to "run" / "regedit", and got a message that "Administrator has turned off registry editing". Is it possible for these malicious vandals to disable all these features, or do I just have a bunch of unrelated problems?
