CPU reaching 60 Degrees C

I have a problem where my CPU goes to 60, and I get warning beeping from PC, I have a Gigabyte motherboard, and it happens to be winter here, with no aircon, so room temp is about 18C, Also Im running a CPU fan, Power supply fan, fan on side of case. So im not sure what prob is. Could it be a virus, etc Or dust, or ???
