Yesterday spybot began blocking a file called vivaldiframework.exe that is sitting in my Dell RAID server folder. It has slowed everything down. I can't find evidence that this is a true problem.

this could be a false positive but with the filename and path alone we cannot tell that. Please sent the file to detections-at-spybot.info (exchange -at- with @) for analysis.
It would also be a help if you could tell what threat teatimer associated with the file.
