Help and support box keeps on popping out

This week is so stressful. Im having hard time fixing my laptop. Help and support box keeps on popping out whenever I click any on screen or pressing Start button. When I close it, it pops out again and again.

I tried scanning it with Norton internet Security 2010 and One Live Care of Microsoft no virus or spyware was detected. I reformat and reinstall Windows 7 Ultimate but still the same. I already deleted the existing partitions and created new. Please help.

Any help would be appreciated. :thanks:
