How to download spybot

WHen i try to complete the installation, there is a popup saying that the registry key and many other aspects have been disabled. Does anyone know how to re-enable it? Thank you
 
What does it say is disabled?Is there any error message,or anything like that?
 
Would you happen to be seeing something similar to this?

" Error Creating Registry Key
HKEY_CLASSES_ROOT\.disabled
RegCreatKeyEx Failed: Code 5
Access denied"
